Planning Permission Secured for Major Mixed-Use Development at Matford Home Farm, South West Exeter

We are pleased to announce that Mead Realisations Ltd has successfully secured Reserved Matters planning approval for a significant mixed-use development at Matford Home Farm, located in South West Exeter. The planning approval was granted by Teignbridge District Council on 23rd July 2025 under reference 23/01821/MAJ.

This marks a major milestone in the delivery of a new sustainable community comprising 245 high-quality homes, 1,202 square metres of commercial and employment space, and a range of supporting infrastructure and public realm enhancements.

A Strategic Site with a Collaborative Planning Approach

Matford Home Farm is predominantly arable farmland with a small cluster of agricultural buildings and local businesses, including Parr’s Farm Country Store and Café. The site benefits from outline planning consent originally granted under reference 15/00921/MAJ, which was close to expiry.

The landowners entered into a Promotion Agreement with Mead Realisations to unlock the site’s full potential. Over the course of nearly two years, Mead Realisations led the planning strategy, coordinated a team of expert consultants, and engaged extensively with officers at Teignbridge District Council to secure the approval.

The approved application covers appearance, landscaping, layout, and scale, and builds on the parameters set out in the outline consent. Our team focused on creating a well-integrated, policy-compliant scheme that reflects the landscape setting, supports placemaking, and delivers long-term value for the community.

Community Benefits and Key Design Features

The development will make a substantial contribution to the district’s housing and infrastructure needs, delivering:

·         245 homes, with 30% affordable housing

·         A local centre with commercial and employment uses to support job creation and day-to-day amenities

·         A new spine road to improve connectivity across South West Exeter, providing safe access for vehicles, cyclists, and pedestrians, and linking the site with the neighbouring Vistry development and local school

·         Public Open Space (POS), incorporating:

o    Sustainable Urban Drainage Systems (SUDs)

o    A Local Equipped Area for Play (LEAP)

o    A public art strategy inspired by local heritage, ecology, and landscape character

·         Preservation and enhancement of the SANGS (Suitable Alternative Natural Greenspace) and a scheduled monument, ensuring ongoing public access and enjoyment

The proposal responds directly to community needs and planning priorities. In their consultation response, Exminster Parish Council recognised the application as “highly important” for bringing forward a commercial and shopping hub, highlighting the limited access to local amenities in the area and the need for improved public transport and infrastructure.
